Re-elected Chairmen of Tax Committee

Tax Committee re-elected chairmen and agreed on two-year programme on November 28.

Dragan Draca, Director (Tax and Legal Services) in PwC and Vanja Korac, Supervisor tax for South East Europe at Philip Morris Services d.o.o. Beograd, were re-elected as Committee President and Vice President respectively, on a two-year mandate. We therefore use this opportunity to express our deepest gratitude to both Dragan and Vanja for willingness to continue the roles of Tax Committee Chairmen, thus committing themselves to two more years of investing significant energy and efforts to the Committee work. The Committee also agreed on main topics for the two years programme.

Dragan Draca is Director in PwC Serbia and has almost 15 years of professional experience in tax consulting. He has been an active member of the Taxation Committee for more than a decade and was President since 2016, and Vice President in the previous mandate. At the electoral meeting he said he hopes he contributed to the improvement achieved, and expressed willingness to continue with this task. He is also member of the Taxation Committee of American Chamber of Commerce and of the management board of the Serbian branch of International Fiscal Association. Over the years he helped influence and shape Serbian tax laws and promoted reforms by submitting proposals to the Committees. Dragan’s domains of expertise include international fiscal planning, CIT, transfer pricing, VAT and personal income tax in Serbia. Dragan Draca has also worked on numerous tax projects in Montenegro and Bosnia and Hercegovina, and has a broad experience in tax structuring, mergers, acquisitions and leading due diligence teams. He also helps clients deal with Tax Administration and resolve complex issues, and has extensive experience in enabling clients build and improve their tax function, including implementation of ERP systems and accounting software, creation of tax records, tax reviews and trainings. In 2008 he was advising reputable private equity houses on transactions across Europe, Asia and America as a member on PwC Ireland International M&A tax team.

Vanja Korac has more than a decade long experience in taxation, out of which over 7 years in Serbia and over 4 years in Canada. Her experience has been widely spread over past years, but specializing in excise, VAT, corporate income and withholding tax for Serbia, Montenegro and Macedonia. Since 2016 Vanja has taken an active role as Supervisor Taxation for Bosnia and Herzegovina and Albania. A good comprehension of tax legislation and continuous exchange of the experience in the region helps her resolve complex issues and improve current processes. Besides the experience in this region Vanja has started taxation carrier as tax advisor in Canada, mainly focused on personal income tax and taxation for small businesses. Active member of the FIC Tax Committee for several years and Vice President in the period 2016-2018, she contributed to significantly improve communication with Ministry of Finance, to pursue advocacy that resulted in positive legislative changes, and took an active role in the Working groups for customs and tax administration. She is also a member of AmCham Tax committee Serbia. Vanja has graduated in Business Administration and Accounting in Windsor in Ontario, Canada.

Programme for 2018-2020 period was adopted at the meeting and it consists of following topics: to continue advocacy against unpredictable and non-transparent changes of tax legislation; pleading for uniform and consistent application of tax regulation; follow up on key initiatives from 2018; continue with forming expert workgroups for defining specific legislative proposals; engagement in the FIC-Government Task Force expert subgroup on taxes and organization of technical workshops with the Authorities; changes of the VAT Law; further improvement of CIT Law; changes of PIT Law; improvement of methodology for determining local taxes and environmental tax and further reforms of parafiscal levies; and changes of Customs Law and Law on Contribution on Mandatory Social Insurances.
