Pharma Industry Committee Established

At the meeting on September 18, Pharma Industry Committee was established as 11th FIC Committee, as a result of the active interest of members from the industry and their consensus on the need to form a committee.

On its first meeting Committee elected leadership and discussed priorities for the two-year agenda. Market Access Manager at Roche Serbia Radomir Cerovic was elected as President, while Senior Associate/Independent Attorney at Law in cooperation with Karanovic & Nikolic  a.o.d. Milica Filipovic was elected as Committee Vice President on a two-year mandate. We therefore use this opportunity to express our deepest gratitude to Radomir and Milica for accepting the roles of Pharma Industry Committee Chairmen, thus committing themselves to two years of investing significant energy and efforts to the Committee’s work. It is especially true having in mind the role they will play in establishing the new Committee as a partner to the stakeholders in the sector. Topics for the new agenda were discussed and would be finalized in near future.

New Committee President Radomir Cerovic outlined the three priorities for the health sector: increase of available funds in the Republic Fund for Health Insurance; defining criteria for allocation of funds; and speeding up the procedure of registering the medicines. He also made it clear that the Committee should be open for tackling for all the issues that emerge and are raised by the members. “It is clear to all of us involved in the pharmaceutical market that with available funds the Republic Fund of Health Insurance can’t secure the satisfying therapy to the patients, no matter whether we talk about generic or innovative medicines”, he said. To change this situation, first step is mapping of needs in cooperation with the most eminent doctors, and this should be followed by advocacy towards both Ministry of Health and Finance Ministry. Having in mind that the Law on Health Insurance is soon to be adopted, FIC should be vigilant and engage as intensively as possible on the Rulebook on the Criteria for putting the medicines on the list, as criteria are of key importance for the companies. Third goal is intensifying the process of registering of medicines. Presenting himself, Radomir said that he is professionally involved in the health sector for almost 16 years in various roles, including several positions in the Republic Fund for Health Insurance, experience in consultancy KPMG and current position in Roche as a pharmaceutical company. He also outlined that this experience is complemented with the academic programme related to the health sector at London School of Economics.

Milica said that she sees her role of Vice President as providing support to the colleagues from the pharmaceutical industry. She outlined that her wish is that Committee achieves the best possible results in the interest of both companies and patients who need the quick access to the medicines. Presenting herself, Milica outlined her experience in Karanovic & Nikolic a.o.d.in the department for pharmaceutical industry. Her office cooperates with the majority of the pharmaceutical companies at the market on various aspects of their operations, and is also in constant communication with the authorities for the purpose of clarifications of the rules.

Radomir is a trained lawyer possessing vast practical and theoretical knowledge of pharmaceutical market and policy, with strong academic background and extensive professional experience at leadership positions in both private and public sector. He is market access manager at Roche Serbia since 2015, where his duties include: reimbursements files; monitoring implementation of Managed Entry Agreements between the payer and Roche; analysing new prices and reimbursement legislation; building network of contacts and advocating within the associations such as FIC; and developing of value statements for medicine for stakeholders. His previous experience include position of Senior Legal Consultant in KPMG, where he was dealing with pharmaceutical issues, as well as 9 years of engagement in the Republic Fund of health Insurance where he started as Legal Advisor in the Department for Public Procurements, and was later Head of Department for Foreign Health Care Affairs and Deputy Head of Department for Pharmaceutical Policy and Health Protection. After graduating at the Law School at Belgrade University, he also acquired degree of Specialist in European Law at the joint programme of University of Belgrade and European University Centre in Nancy, postgraduate Diploma in EU Commercial and Institutional Law at Sorbonne in France, and finished MSc program in International Health Policy at London School of Economics.

Milica is since 2011 Independent Attorney at Law in cooperation with Karanovic & Nikolic a.o.d., where she is a member of the Corporate & Commercial Practice Group. She focuses particularly on all aspects of commercial law, healthcare law, data protection matters, compliance and regulatory matters, anti-bribery and corruption, and consumer protection, and has in-depth knowledge of several specific industries including healthcare & pharmaceuticals. Previously she was in the Attorney Office Petronijevic. She got a degree at the Faculty of Law at Union University and is Doctorand at University Union in cooperation with Potsdam University in Germany. Milica is a registered attorney at Belgrade Bar Association, member of International Bar Association and registered as Representative for the Intellectual Property Office of the Republic of Serbia.
